Parking and Traffic
Welcome to the campus of Edmonds Community College. The following is a summary of the official parking and traffic policies and regulations of the college. A complimentary copy is available upon request from the Security Office located in Meadowdale Hall (MDL) room 120.
Just a friendly reminder: parking on Edmonds Community College is a privilege, not a right.
GENERAL: One vehicle is allowed per parking space. No parking is permitted in yellow or red zones. No entrances, exits and gates may be blocked. All vehicles must park in accordance with college policies, summarized bellow.
SPEED LIMIT: The speed limit for all college property is 10 miles per hour at all times.
PEDESTRIANS: Pedestrians always have the right of way.
PARKING PERMITS: Staff and visitor permits and carpool permits are available from the Security Office.
DISABILITY PERMITS: Applications can be obtained at the Services to Students with Disabilities. The actual permit MUST be from the Department of Licensing.
CARPOOL PERMITS: College students and employees may obtain approved carpool permits from the Security Department in MDL 120. Only vehicles displaying a valid carpool permit may park in designated carpool spaces. Permits are issued from the first day of the quarter. Vehicles issued a carpool permit must meet the following criteria:
- All carpool participants must be registered students or employees of Edmonds Community College.
- Each vehicle must have TWO or more registered carpool participants, all 16 years of age or older; or TWO carpool registered adults with children on the Campus Parent childcare Center.
- Each vehicle must park in a designated carpool parking space. First come, first serve.
- Each vehicle must have TWO or more passengers on board upon arrival at the college.
DISABLED PERMITS: No vehicle may park in a designated disabled parking space without an approved disabled parking permit issued by the State of Washington. The permit must be clearly displayed according to the State Law. The College's Security Department and / or local law enforcement agencies will enforce the disabled parking spaces.
STAFF LOTS: Only vehicles displaying a valid Staff or visitor permit may park in a designated staff lots. After 5:00 p.m. daily, any vehicle may park in designated staff lots.
MOTORCYCLES: Motorcycles may park only in designated spaces located in lots “A” by Meadowdale Hall and “Q” on the Southwest corner of Lynnwood Hall.
BICYCLES: No bicycles are allowed inside the college buildings or on the walkways located on the second level of the buildings. Bicycles should be equipped with an appropriated bicycle lock while parked.
FINES/PENALTIES: The amount of the fine is noted by the Security Officer on the Citation, and is assigned according to college policy. Fines must be (1) presented and paid in person at the Cashier’s Office OR (2) mailed directly to the Cashier’s Office using the self-address citation envelope. Payment will not be accepted by the Security Officer issuing the citation under any circumstance.
According to the college policy, the Security Department imposes violation fines in the following cases, when:
- Any vehicle is parked in a staff lot without displaying a valid, approved permit.
- Any vehicle is parked in a designated carpool space without displaying an approved carpool permit.
- A vehicle is occupying more than one space.
- A vehicle is parked in a designated disabled-parking space without displaying a Washington disable-parking permit.
- A vehicle is parked in a designated fire lane.
- A vehicles parked in such a manner as to prevent access to / from any parking spaces, or to disrupt college activities.
In cases where a vehicle has three or more unpaid citations of any kind, or is in violation of #4, 5, or 6 above, the vehicle may be immobilized, and/or towed by a contracted towing company to a vehicle storage site selected by the college and / or the towing company. The expenses associated with such impounding shall be charged to the owner / operator of the vehicle. The college and its employees or agents shall not be liable for loss or damage of any kind resulting from such impounding and storage.
UNPAID FINES: Registration for classes and requests for transcripts will be denied to students with unpaid fines until such fines are paid in full. Vehicles with 4 or more unpaid fines may be immobilized until fines are paid.
ASSUMPTION OF LIABILITY: All
vehicles are parked on college property at the owner's risk. Edmonds
Community College assumes no liability for THEFT or DAMAGE to vehicles
while parked on college property. All valuables should be removed or
storage out of sight.
APPEAL PROCESS: Citations (Download Parking Violation Appeal Form)
or Picked up at the Security Office in MDL 120.
The appeal form and citation should be returned to the office within five business days for consideration by the “Parking Violation Review Committee,” which is comprised of three members (a student, a staff member and a faculty member). Within 14 days the committee will meet to review the information, and make a decision to grant the appeal or enforce the ticket. The reply to an appeal will be ready within 14 days of its submission.
